For the protection of human rights and the fight against torture
The EOHR declares the amendment of the penal and criminal procedures code
On the occasion of the Human Rights Day which celebrates the 55th anniversary of declaring the Universal Declaration of Human Rights the Egyptian Organization of Human Rights- in the frame work of its campaign against the crime of torture- held a press conference. The conference was held Yesterday, Wednesday, 10/12/2003. The subject of the conference was Declaring the bill to amend the legislations to face the crime of torture and punishing its perpetrators. A number of the Peoples' Assembly members attended the conference who adopted the bill of law and they are: Dr. Ayman Nour, Dr, Hamdy Hassan, Mr. Hamadeen Sabahy, a number of public figures, reporters and international news agencies correspondents. The People's Assembly members decided that they will produce this bill of law to the Parliament in its on going session.
The Act Project stressed the following points:
- The torture crime in the Egyptian law and its rectification according to international accords so that it includes the definition of the torture crime according to what is mentioned in the Convention Against Torture which Egypt ratified in the year 1986 in order to face the phenomenon of perpetrators escaping punishment.
- Strengthening the punishment against performers of torture crimes and not to have compassion or lessening the punishment.
- Reinforcing the right of the victims in filling the suit against perpetrators of the torture crime.
- The Bill of Amendment included the amendments of the acts 126, 129,280 of the penal code and the acts 232, 63 from the criminal procedures code.
- The organization in the frame work of its campaign against torture made a number of meetings and work shops with human rights experts and legal figures to produce the complete document about the legislation deficiency in the field of protection against torture and punishing its performers and preparing for the project of rectifying the national legislations concerned with fighting the torture crime.
- The Egyptian Organization for Human Rights calls for the cooperation of the People's Assembly members and the Public Society institutions to declare that project and protect the victims of torture and to punish its performers complying with the punishment that this crime deserves for defying the human rights and the most important is the right of freedom and personal safety.
