EOHR sends letter to President on election monitoring

The Egyptian Organization for Human Rights (EOHR) has sent a letter to the Egyptian President calling on him to issue a decision allowing civil society organisations to monitor the forthcoming presidential and legislative elections.
The letter describes the constitutional and legal basis for civil society organisations' demand to be allowed to carry out election monitoring, and includes the demands presented by EOHR to the Justice Ministry and the supreme committee for presidential elections to facilitate election monitoring by human rights groups - EOHR has to date not received a reply from any official body.
In its letter EOHR also affirmed that head of the supreme committee for the presidential elections Mamdouh Marei's refusal to allow any form of election monitoring by civil society groups, the media, or candidate representatives is unjustified and has no basis in law. Rather, it is in violation of the Constitution and international instruments.
In view of the fact that the date of the presidential elections is drawing near, and in application of article 147 of the Constitution, [1] EOHR calls on the President to issue a decision allowing civil society groups to monitor the forthcoming presidential and legislative elections. Election monitoring is one of the guarantees of the probity and smooth running of the electoral process, and ensures that all stages of the electoral process are carried out with complete transparency before public opinion.
It will ensure trust in the electoral process and confidence in the final results, by the general population as a whole, voters and candidates. It will also provide evidence of the transparency of the elections to the international community.
