2005 Parliamentary Poll Initial Report - Second Stage

The Egyptian Organization for Human Rights' (EOHR) observers monitored parliamentary elections second stage violations. In some constituencies in Alexandria and Ismailia Governorates, violent acts were produced by the representatives of the National Democratic Party's (NDP) candidate and the other competitors (Opposition and Muslim Brothers), In which in Alexandria, the voters were forced violently to vote for the NDP candidate. In the series of transgressions, an EOHR observer was kidnapped by NDP representatives in Port Said Governorate, Moreover, EOHR observers and candidates' representatives were prevented from getting into polling stations, in addition to forgery and bribing the voters.

The monitored violations:
Port Said Governorate:
An EOHR observer kidnapped

In the constituency (District and South Islands Arabs), Al-Sabayha School poll station, EOHR observer 'Sanad Ali Sanad' was kidnapped by the NDP representative 'Al-Hussieny Abu Qamar'. Sanad declared in details [In 9:30 PM, I entered Al-Sabayha School poll station situated in (Al-Manzala Lake), and this was the first time, then I was deprived from getting inside, then two un known citizens threatened me and warned me that I must leave the place immediately, I called upon the officer outside but he neglected me, finally they leaved me, then I made another attempt to do my work, until seven persons hanged over me and one of them threatened me with a violent sharp instrument, they throw me out and bleared my eyes with a dark blind fold, then I found my self in an unknown place with one of the anonymous group, who was holding a big violent instrument and told his colleague 'keep this man with you', in addition, he ordered me not to talk unless he will kill me. I fainted and when I woke up, I found myself in a launch, and then I was thrown on the road at 12 am].

Alexandria Governorate:
1) Violent Acts

Poll stations in Gomrok and Mansheya Constituencies (Qayetbay School, Al- Mena El Sharqy School, Qasem Ameen School, Trandeel School) witnessed violent transgressions against the voters, in which NDP representatives used cold steal and sticks to threaten the voters to vote for the NDP's. As a result, a citizen named 'Osama El-Gamal' was injured badly in the chest, face and the left hand, later he was transferred to Al-Auqaf (Endowment) Hospital situated in Ras El Teen.

In Montaza Constituency, NDP representatives engaged with Muslim Brothers' in (Martyr Mohamed Said Hanafy) School poll station, as a result five voters were injured, (Mostafa El Said, Ahmed Qenawy) and they were transferred to Mandarat Al-Asafra hospital, also voters (Mahmoud Zayan, Hamdy Gad and Said Eisa) were injured and transferred to Abu Qeer hospital.

2) Bribes
Poll stations (Qayetbay School, Al- Mena Al-Sharqy School, Qasem Ameen School and Trandeel School) in Al- Gomrok and Al- Manshia Constituencies witnessed distributing money from fifty to one hundred pounds over the voters, and they are obliged to pledge for voting for the NDP candidate.

EOHR observer found out that in Martyr Yousif Al-Sebaay School poll station (Meena Al- Basal Constituency), the representatives of an NDP candidate (Safi Abdel Aal El Soghair) created a place to bribe the citizens to vote for the NDP candidate for fifty pounds.

3) Dismissing an EOHR observer from getting inside polling stations
Head of poll station (67) held in Al-Ekhlas Primary School for Girls (Mina Al-Basal Constituency) prevented an EOHR observer (El-Said Mohamed Abdel Wahed) from monitoring, he was subjected to the same transgression in poll station 115 held in Bakos Co-ed School, Al-Raml (Sand) Constituency.

4) The non existence of phosphoric ink
Due to the non existence of the phosphoric ink, poll stations (9, 10. 11, 12, 13, 14), Al-Dekhela Constituency delayed in the opening until 9, 15 am.

Ismailia Governorate:
1) Assaults against candidates' representatives

First constituency (second section), in both schools Al-Mosheer and Al-Shohadaa poll stations, an NDP representative (workers) named 'Ahmed Abu Zeid' attacked 'Mai El Said Abdel Qader, independent candidate (Magda El Neweshi)'s representative with cold steel and sticks, she was hurt in the head, also 'Mohamed Hussien' another Neweshy representative was stricken by an incised wound in the neck, both victims were transferred to Ismailia Academic Hospital, while security forces didn't take any action and watched the incident from a far distance. The same scenario is repeated in poll stations (Preparatory Boys School and Al Mosheer School) in which the representatives of the NDP candidate 'Ahmed Abu Zeid' held a fight with Muslim Brothers candidate's representatives, both sides used cold steel and sticks ending with many injuries.

2) Preventing EOHR observes from getting into polling stations
In the first constituency (second section), (Al-Ismailia Governorate), heads of poll stations (83, 84 and 86) prevented EOHR observers from getting into polling stations.

Qaliobia Governorate:
Violent acts

Transgressions happened between NDP representatives and Muslim Brothers representatives in (Qafr Shokr Preparatory School) poll station; consequently, a voter called 'Mohamed Hassam Qandeel' (38 years) was injured. He declared to the EOHR observer the incident 'suddenly we found out the NDP representatives carrying sticks and beating us without reasons, I was beaten on the back of my head and then I fainted, I was transferred then to Qafr Shokr Central Hospital, where I took five stitches, in addition we didn't know any of the attackers and we haven't seen them before'

Fayoum and Al-Gharbia Governorates:
Arresting Opposition representatives

State Security Investigation arrested fifteen citizens who belong to Muslim Brothers candidate's representatives in poll stations (Al- Fannia, Qahafa and Bahr Yousef). Moreover, in Al-Gharbia Governorate State Security Investigation arrested also four citizens belong to Muslim Brothers because they were distributing electoral posters before (Industrial Ornamental School) poll station situated in Al-Mahala.

Suez Governorate:
Depriving the representatives of the competing candidates from getting into poll stations

In First Constituency (Suez police station), head of Al-Adabeya School poll station and security forces ordered not to enter the representatives of the competing candidates against NDP's.

Qena Governorate:
Using Governmental officers in some polling stations

In poll stations (88, 89 and 90) in Bahgoura Constituency (Nagaa Hamady Governorate), Qena Governorate Secretary General encouraged citizens to vote for the NDP candidate.
