The Second Press Release on the Parliamentary Elections

According to the reports issued by the three Coalitions observatory, Civil Society Election Monitoring Observatory, and National Campaign for Monitoring Election and Shadow Committee for Monitoring Election, in which they work on it until the last moment of the elections day (9 pm), the monitoring results declared the issuance of violations in many rounds, embracing collective voting from outside the electoral round, also there was transgressions between The National Democratic Party (NDP)'s representatives, Muslim Brotherhood, and the offenders. Moreover, some representatives and supervisors later were deprived from attending the counting in some poll stations.

The violations determine the following:
1) Forbidding the supervisors and the candidates' representatives from carrying out the counting process:

The observers and representatives of dissenters, Muslim Brotherhood, and independents' candidates were forbidden from carrying out the counting process in the following rounds, Dokki, Al - Agouza, the artistic institute, El Saeda Zeinab, Imbaba, and Boulaq El Daqrour, the officials prevented the supervisors from attending, under the pretence that they were counting the ballot boxes, later they were permitted to enter after finding out that the counting process started.

2) Using wooden ballot boxes instead of glass:
Inside some poll stations, there were some contraventions, in which they used wooden ballots instead of glass ones, the incident happened inside Mohamed Naguib School poll station (Al -Nozha).

3) Beating the dissenters' candidates:
Poll stations witnessed violations from NDP's candidates against dissenters', the incident took place in Ahmed Oraby poll stations (Al-Gamalia), in which the NDP's representatives attack the representatives of Al -Nasseri's candidate, the same scenario is repeated in Bab El-Shaaria, the NDP's representatives attacked the two representatives of Al-Ghad Party, because they were propagating for their candidate. In addition, anonymous persons attacked the representative of the independent candidate 'Mohamed Massoud'; she was forced to leave, then they closed the place for quarter an hour, discarding the observers' authority.

4) Violent acts:
Bab El Shaaria witnessed violent acts between the candidates' representatives in (Bab El Bahr School poll station), more violent acts were in (Al Matrawi School -Abtal Al- Oboor School - Metwally El Shaarawi School -Omar Maqram School -Al -Rashaad School) , (Al- Matarya District). The scenario is repeated in Al-Saeda Zeinab district, [Mohamed Ali School -Al Saneya Al Thanawia (Al Saneya Secondary School) - Al Saneya Al Eadadia (Secondary School)], Old Cairo district (Al -Manial (Abu Al Saod) -Al-Ashraf School - Al-Maleq El Saleh School) and finally, Al Wayli, (Ismael El-Qabani School).

5) Collective voting for the NDP's candidates:
Poll stations witnessed collective voting for NDP's candidates, in which Al- Marg poll station (Boulaq Abu El Ela) witnessed 1800 collective voting cases held by (workers in Health Drainage Association) for the NDP candidates, although they are registered in Al-Azbaqia round.

Accordingly, Al-Tagammu candidate held an appeal to investigate about the criteria of this voting, and the head of the poll station annulled the voting. Following the situation, Poll stations in the first round (Giza) witnessed also 100 collective voting held by (workers of Al-Sharqia Company for Tobacco) for the NDP candidates. In Helwan round, the supervisors monitored collective voting for the NDP candidate held by workers of (99 Military Factory) in poll stations (24, 29, and 34), [Omar Abel Aziz School].

While in Boulaq Al-Daqrour and Omrania round, supervisors monitored collective voting for the NDP candidate held by Alexandria Customs officials in (Al-Omrania School poll station), in which they distributed electoral cards and convinced them to vote for the NDP candidate, and finally in Imbaba round, the monitoring process in Fatma El Zahraa (Al-Shobaq district) poll stations (79, 78, 80) witnessed gathering the voters in private transport instruments to vote for an independent candidate.

6) The Electoral Schedule list is not updated:
The main phenomenon declared in the process is the non- updating of the electoral schedule list, this slackness led to depriving many voters from declaring their opinion in the poll station they belong to. Nawal Ammer School poll station in Saeda Zeinab witnessed a clash between representatives of Muslim Brotherhood candidate and NDP candidate because there were many dead persons names scheduled in the list, in addition to the repeated names scheduled in poll stations; Mohamed Refaat (Nasr City), Al-Azhar Institute (Manshia Nasser), and Al- Khedeweya School (Sayeda Zeinab).

The observers also monitored infiltration defects of the electoral names list in Ahmed Oraby School poll station (Imbaba), and Sodfa round (Assiut). Also many voters didn't find their names in the electoral roll in Boulaq Abu El Eila and they declared that they found out that someone else voted instead.

7) Violating the voters' right to participate:
The 24 poll stations in Abu El Seuod Youth Centre (the fifth round) witnessed violations from the head of the poll station, in which he prevented many women from attending the voting and he inquired them to vote for the NDP candidate, In the so called round, the representative of the Muslim Brotherhood candidate brought a suit against the head of the poll station, because he inquired 50 persons to vote for the NDP candidate, on the contrary, a representative of the NDP's transgressed on a representative of the Muslim Brotherhood candidate and he was dismissed, because he called for an individualist voting. The same scenario is repeated in poll station 69 (Al- Omrania) in which the head inquired the voters to vote for the NDP, Imbaba round also witnessed another violation in which the poll station's secretary confused a women voter via informing her that she must vote for one candidate from the syndic professions and two from the workers, later both head of the national unit in (Migris) and head of Sadfa City (Assiut Governorate) inquired the people to vote for the NDP's.

On the other hand, the observers monitored bribing the voters before closing the poll stations; they paid them 100 pounds. The forgery happened in the following poll stations rounds Qasr El Neil Police station; [National Common School], Road El Farag; [Shubra Preparatory School], Saeda Zeinab; [Al-Saneya Preparatory and Secondary School], Old Cairo; [Al-Malek El Saleh School - Manial National School -the Scientific Institute], Dokki and Agouza; [Gamal Abdel Nasser School], Al-Wayli; [Ismael Qabani School], Shubra; [Al-Gihad School - Makarem Al-Akhlaq School], Masr Al-Gadida, and finally, Nasr City; [Rail Road Club]. The officials in the rounds also distributed nutritional assistance for the voters.

8) Voting with the electoral cards:
Voting in many poll stations was performed via electoral cards without presenting the ID card, these procedures happened in the rounds, Shubra; [Al-Attar Girls Secondary School - 9 to 16 poll stations], Saeda Zeinab; [Mohamed Ali School- Al-Saneya Preparatory and Secondary School], Al-Saf; [Qafr Al-Sharfa School].

9) The Phosphorescent Ink is removed easily:
In the rounds Hadaeq Al-Qoba, Al-Bagour, Al-Omrania and Boulaq Al-Daqrour, the phosphorescent ink is removed easily via the cosmetic instruments (perfumes and cleaning materials).
