In Governorates (Damietta, al-Sharqia and al-Daqahlia), EOHR observers monitored security forces besiege on many stations' gates, in which the citizens weren't able to get inside to cast their votes, moreover they shot the voters with gun fire, rubber bullet and tear gas bombs, which led to the death of the two citizens in the two previous phases.

In details, the third phase round one election witnessed the death of 'Gomaa Saad al-Zeftawy', the representative of (Hamdeen Sabahy) the candidate of al-Karama and National Front Movement, he was shot by security forces' guns, the second round also witnessed the death of 'Mohamed Khalil Ibrahim' the private driver of the independent candidate (Hassan Hussien) -Gomrok Constituency held in Alexandria Governorate, the incident as follows: the victim was standing in front of poll station (the Egyptian Corporation's stores for Navigation), then some trouble makers stabbed him with cold steel, then he was transferred to Ras al-Teen Hospital, where he was in a critical state then he died.
