EOHR Calls for an Investigation in the Mistreatment of Political Activists in Mazra't Tora Prison
|
8/5/2006
EOHR expresses its anxiety on receiving information indicating that some of the political activists, who were arrested between 24/4 - 27/4/2006 while demonstrating in front of the Judges Club, has been subjected to persecution in their detention at Mazra't Tora Prison.
The detainees confirmed that the prison's administration locked them in psycho-criminals cells, and denied them any physical exercises using the pretext that there are political prisoners among them. Those detainees were attacked by the other prisoners because they were the reason behind denying them their daily exercises. The prison's administration forced the political activists to cut their hair and denied them from praying and reading newspapers.
Many of the detainees confirmed to EOHR's delegate( who met with them while they were awaiting the Prosecutor Office to extend their detention) that they were threatened by some of the prisoners administrators with using torture, the matter that forced the detainees to report this incident but no procedures were taken.
Ahmed Salah Eldin, one of the political detainees who is held in Kasr El Ainy Hospital, stated that he is suffering intended medical carelessness, as he suffers from inflammation in the lung and he needs a special treatment, but the hospital's administration didn't provide him with medicines he needs despite that they are mentioned in his medical report.
On the same scale, Ahmed Yasser Eldrouby, one of the detainees at Tora Prison, confirmed that he is diabetic and he needs insulin which is not provided by the prison. All the political detainees agreed on that the prison's administration distributed them on dangerous and psycho criminals' cells and intended to provoke those criminals against them, which lead the political detainees to go on a hunger strike starting Friday 5/5/2006.
Its worth mentioning that this group of political activists were arrested while demonstrating in front of the Judges Club ( Attached a list of their names and their case numbers) and were charged of many charges such as spreading provocative propaganda that cause a national disorder, insulting the President of the Republic outspokenly, insulting policemen, occupying public roads and blocking transportations ways. The Prosecutor Office has ordered their detention on course of investigations, and on Monday 8/5/2006 extended the detention of the 12 suspects in case 5476/2006 to 15 days more.
EOHR views what the aforementioned were subjected to what is considered a breach to all international human rights documents and Egyptian legislations concerned with the treatment of prisoners such as Article 41 of the Egyptian Constitution, Article 36 of Law 396/1956, Article 31 of Law 396/1956 (Amended by Law 87/1973), Articles 22,24,25/1,25/2 of the Minimal Standards of the Treatment of Prisoners, in addition to Articles 3, 9 of the Universal Declaration for Human Rights and Article 9 of the International Covenant on Civil and Political Rights (ICCPR).
EOHR demands the immediate release of all detainees in the incidents of demonstrations and strikes as an enactment of the rights of citizens to express their opinions and in peaceful assembly, which are rights furnished by the Egyptian Constitution and international human rights instruments such as ICCPR which is ratified by Egypt in 1981 and is imbedded in the national law according to Article 151 of the Egyptian Constitution.
EOHR also demands an investigation in the maltreatment of the political activists who were arrested between 24/4 - 27/4/2006 while demonstrating in front of the Judges Club and has been subjected to persecution in their detention at Mazra't Tora Prison.
