EOHR calls for halting governmental escalation against civil society institutions and stop dissolving law aid assembly

EOHR expresses its deepest condemnation concerning a decision No.2643/2007 taken by Cairo governor to dissolve the Association for Human Rights Legal Aid (AHRLA). EOHR calls for halting the decision and returning the AHRLA to its activities according to the Egyptian Constitution and international covenants related to NGOs and civil organizations establishment which based on two main aspects ,first: releasing the right to organize and establish the assemblies under no condition ,second: governments have no right to interfere into the assemblies and organization ' activities .
This is not the first confrontation between government and NGOs . Cairo governor took a decision last August concerning refusing the registration of Center for Trade Union and Workers Services (CTUWS). The directorate attributed this refusal to the " objection of security bodies" . The social solidarity directorate announced on Sat 8th Sep -2007 the dissolving of AHRLA registered with No.5988 205 . The Ministry attributes the dissolution process to financial exceeding related to waste foreign donation as they where stolen by AHRLA in charge person, as the Ministry described .
In this respect, EOHR confirms that the refusal decision taken was considered a violation of what the Egyptian Constitution stipulated in article "55" which guarantees the forming of assemblis ,article "20 "from Universal Declaration for Human Right and article "22" of ICCPR which were ratified by Egyptian government and became part and parcel from its interior law in accordance with article 151 of the Egyptian Constitution.
In the view of the above mentioned, EOHR calls for halting governmental escalation against civil society institution considering these institutions the essential partner in the development process and democracy and human rights consolidating values. These institutions refuses the supervision and domination imposed by the government .
EOHR calls for the government to announce the especial amendments related to the NGOs law 84/2002 to public. NGOs have the right to participate in discussing the amendments of law 84/2002 aiming to narrow the numerous gabs in the current NGOs' law which gives not only the government but the security organs the upper hand to control formation and activities of Egyptian NGOs .
