7/11/2007

EOHR expresses its deepest condemnation concerning the death of Ahmed Saber Saad as a result of tortures he suffered at El Omrania police station and Reda Baker Shehata who was run down by a car driven by one an officer from El Mataria police station in a severe violation to the international covenants related to the right of inviolability of the body and of life. EOHR calls Attorney General to perform a quick investigation of the events and to declare the results to public opinion.

The arrest of Ahmed Saber is dated 31/10/2007. He stood with his friends at Seed Kora at El Talbia where he lived at 2 am when he was surprised by individuals from a police patrol car that examined and accompanied him to the divan of El Omrania police station where he was detained. When he was being visited by some of his friends on 3/11/2007, they found him thrown away behind the police station, in a very bad conditions and in state of full unconsciousness. They transferred him to El Haram hospital where he was hospitalized in intensify care unit until he died on 6/11/2007. The family of the mentioned man notified that he was afflicted with bruises surrounding his right and left wrist, indicating that he was being hanged from his hands, and he was stricken by dispersed abrasions in his two legs, arms and back with blood clots and wounds between his thighs and forehead and swellings on his face. EOHR has no doubt that the mentioned man have been subjected to torture at El Omrania police station.

Another lamentable incident occurred at El Mataria and is dated 4/11/2007 when at 2 pm a micro bus - plate number 116270 - carrying 6 security individuals from El Mataria police station driven by one of the police station's officer, burst into the house of Amal Hussein Hegazy who was subjected to battery and assault by hands and foots and then confined in their car. Reda Basheer, sister in law, invoked them to set her free but her efforts were longed in vain and when the car began to move, Reda started holding the front of the car to prevent its moving. The officer asked the driver not to stop and continue moving but he refused the order. The driver was beaten by the officer who asked the corporal to drive the car. The corporal moved the car in a zigzag way for 100 meters and the mentioned woman was still in a hanging position until she dropped and died immediately and the car escaped with its crew.

One of the eyewitness of the incident from the victim's neighborhood informed EOHR's delegate that: "on Sunday, at 12 pm I saw a micro bus car with 6 individuals that burst into the house and asked about Oum Ahmed ( Amal Hussein) who was beaten by hands and foots and was pulled into their car. Reda Bakeer interfered and said that she didn’t take anything and pleased them to leave her and then she held the car's fender and the officer asked the driver to move but he refused and the officer beat him and asked one of corporals to drive the car, the car moved on for 100 meters and ran over the woman immediately".

EOHR calls Attorney General to take a quick step to investigate into the two incidents and all torture incidents occurred in confinement places and submitting whom they charged with these kinds of crimes to trial.

EOHR calls the Interior Minister to take the necessary procedures to question the perpetrators of torture crimes among officers and corporals and to review the punitive legalizations for torture crimes and cancel all legislations which participates in providing a good environment for torture crimes which has become as a phenomena or curriculum tool for police departments.
